Sembrando Vida: An Impact Evaluation on Forest Cover

Abstract:
Addressing the interrelated issues of biodiversity loss and poverty requires an integrated policy approach. Mexico's federal program Sembrando Vida (SV) aims to tackle both challenges by implementing measures to restore forest cover and alleviate poverty. However, the program lacks robust indicators and impact evaluations, hindering a comprehensive understanding of its effectiveness. This study seeks to estimate the program's impact on forest cover at the municipal level in Chiapas, using satellite imagery and administrative data combined with quasi-experimental methodologies. The results indicate that the average municipal-level impact ranges between -1,166 and -1,524 hectares, consistently across various definitions of SV penetration.
