Abstract: The state is defined as the most authorized organization and has a major role in satisfying social demands and needs. The failure of the free market system because of its limitations, especially in the production and procurement of the public goods and services, often causes the state to be the only authority.Some of the difficulties emerging especially in the financing of educational services and particularly in the higher education (defined as semi-public goods), necessitates the contributions of those who benefit from these services, and contribution from private funds. The purpose of this study is examine public goods theory and methods of financing higher education in a global scope first, and the than analyze the existing methods and conditions of higher education financing in Turkey.
