Abstract: Economic history and experience are the effective factors of the supply and demand policies of the countries and institutions and the harmonization to the changing labor market conditions. Meanwhile, while structural and fundamental changes take place in the national and international labor markets continuously, to what extent Turkish Employment Organization can respond and trace to the changes and its adoption to this process should be debated. At this point the assumption of the study is; there is a conformity issue between the structuring of Turkish Employment Organization as a public employment agency of Turkey, its services and the needs of labor market. The main objective of this study is to expose the incompatibility issues and to develop solutions to problems. Study comprises three main sections; development of employment services and development of Turkish Employment Organization and its activities transferred and determination of problems and proposals developed for conclusions section.
