Abstract:
This paper assesses the reform process of the Turkish electricity sector, which has started in 1984 and gained momentum since 2001, on the bases of regulatory and competition policies implemented in the European Union, and then identify the sources of failures originated from institutional, legal and political structure in the Turkish implementation, and finally, provide suggestions to speed up the reform process.
