Abstract:
Today, both developed and developing countries are under the effect of a reform wave which is shaped by neo-liberal policies. Main feature of this reform wave is its quick diffusion worldwide. From international organizations to institutes, many agents contribute to this diffusion process. Nowadays, one of these institutes which are active at international level is Open Society Institute (OSI). Even though it is claimed that the OSI is in the service of neo-liberal policies and it plays a significant role in the liberalization of particular regions; studies which focus on these claims are not very common. In this context, the aim of this study is to analyze the role of the OSI in the diffusion of neo-liberal reforms in public administration in the context of policy transfer.
