Abstract: Abstract The paper discusses the factors that influence cooperation between energy regulators and stakeholders in Africa, with a focus on culture, gender, and knowledge. The article emphasizes the need for a more consultative and collaborative approach to regulatory decision-making, taking into account the cultural dimensions of power distance, individualism and uncertainty avoidance. The article also highlights the importance of promoting gender equality in the energy sector, as well as the need for capacity-building initiatives to enhance knowledge and technical skills among regulators and stakeholders. Lastly, the paper highlights the importance of stakeholder engagement to foster cooperation between energy regulators and stakeholders and develop better policies that reflect the needs and concerns of all stakeholders.
