Sustainability Optimization of Ningxia Residents’ Basic Medical Insurance Fund

Abstract: Abstract OBJECTIVE To establish a scientific and effective system dynamics model of residents’ basic medical insurance fund and explore the sustainable development of the fund. METHODS Based on the theory of system dynamics, firstly, the initial value of the key variables of the model is predicted; secondly, the simulation prediction of the key variable adjustment of the model is completed. Finally, weigh and select the optimal solution for the sustainable development of the fund. RESULTS Under the initial value condition, the fund balance shows a trend of negative first and then positive. The key variables have different effects on the fund simulation balance. The key variable combination of the fund sustainability optimization scheme is the individual contribution rate of 0.9%, the government subsidy rate of 1.2%, the hospitalization reimbursement ratio of 75%, and the outpatient reimbursement ratio of 60%. CONCLUSION The theory of system dynamics can provide scientific methodological support for the sustainable development of medical insurance. In the future, the financing level of medical insurance fund should be improved, the financing structure should be adjusted, and the fund supervision should be strengthened to reduce the risk of fund operation.
