Abstract: Abstract With the proposal of the “Digital China” strategic, the government’s demand for digital transformation has become the need of the hour. The “Proof-Free City” construction has become an important measure for the government adapting to the changes brought by the big data era. This paper focuses on the backdrop of improving the quality of digital government construction. It addresses the current issues in “Proof-Free City” construction development, including low-quality electronic certificate databases, lack of rich application scenarios, and inadequate life-cycle safety management. It proposes research on the implementation path of “Proof-Free City” construction from four perspectives (“One Optimization and Three Comprehensives”), providing theoretical support and practical experiences for “Proof-Free City” construction across regions.
