Abstract: Abstract The digital economy as an important force for promoting high-quality development, cannot develop without effective government governance. What kind of government governance can effectively promote the development of a digital economy remains to be revealed. This paper analyzes the influencing factors of the development level of the digital economy and its development path in 31 provinces in China by applying NCA and fsQCA. By analyzing a large amount of data, this study reveals the key elements affecting the level of digital economy development in each province, including six dimensions, digital governance, government transparency, regulatory quality, degree of rule of law, market dynamism, and digital social environment. In addition, four typical paths for promoting the digital economy are identified from different dimensions. These findings are of great reference value in guiding local governments to optimize policy design and improve governance effectiveness and also help build a better and more efficient digital governance system.
