Abstract: Abstract Rural economic development programs play an important role in improving the welfare of communities in remote areas, but their implementation still faces various complex challenges. This study aims to identify and analyze the hidden obstacles that hinder the success of these programs. Through a scoping literature review of publications from 2019 to 2024, this study examines various dimensions of problems that arise in the implementation of rural development programs in various global regions. The results of the analysis show that the main challenges include limited human resources, low agricultural productivity, infrastructure and financial barriers, institutional and governance issues, and environmental impacts and climate change. This study emphasizes the importance of strategies tailored to local characteristics, strengthening governance, community participation, and adaptation to environmental risks to ensure long-term sustainability. These findings provide important insights for policymakers and development practitioners to formulate more effective and sustainable approaches to improve the holistic well-being of rural communities.
