Supervision of the Regional Inspectorate in Realizing Accountability in Village Fund Management in Southwest Papua

Abstract: Abstract This study aims to analyze the role of the Inspectorate of the Southwest Papua Regional Government in realizing accountability in village fund management. Supervision is an important instrument in ensuring that village fund management is carried out by applicable regulations transparently and accountable. This study uses a qualitative descriptive approach by identifying four main dimensions of supervision according to Griffin (in Sururama, 2020), namely setting standards, measuring performance, comparing performance with standards, and taking corrective actions. The results of the study show that the applied supervision standards refer to Permendagri No. 73 of 2020, but its implementation still faces obstacles. Some employees do not fully understand their main tasks and functions, so there is a gap between performance targets and performance realization. In addition, budget limitations are the main challenge that hinders the optimization of supervision. Nevertheless, the Regional Inspectorate has attempted to address the findings of supervision with corrective measures, including providing additional working hours accompanied by continuous monitoring and evaluation. This study recommends increasing employee capacity through more structured training, more adequate budget allocation, and implementing a continuous monitoring and evaluation system. With the implementation of these recommendations, it is hoped that the Regional Inspectorate can improve accountability in managing village funds more effectively and efficiently, thereby encouraging more sustainable development in Southwest Papua.
