Abstract: Abstract Bitung Ferry Port is one of the public facilities intended for the general public without exception including users of special needs services. In the implementation of the transportation system, security and comfort are things that need to be prioritized for users of transportation services. However, different things are felt by users of special needs services who are active at Bitung Ferry Port because facilities for passengers with special needs are not yet available. Based on the results of the survey, it was found that there were no facilities for passengers with special needs such as no guide tiles, the area and toilet doors that were not accessible for passengers with special needs and the elderly, breastfeeding rooms that were not functioning properly, doors/gates that were not accessible to wheelchairs, stair buildings without ramps, ticket counters/counters that were not at the appropriate height, no information/audio travel, and waiting rooms that did not provide priority seats and special wheelchair areas. This is not in accordance with PM 98 of 2017 concerning the provision of accessibility in Public Transportation Services for users of special needs services, which means that all public transportation services must provide facilities for users of special needs services. Based on the results of the analysis, there are passengers with special needs who are active at the Bitung Ferry Port. So the role of BPTD Class II of North Sulawesi Province is needed to build several facilities for passengers with special needs to ensure equal rights for service users.
