Abstract: Abstract This chapter considers how the activities of the Japan–China Working Group for the Exchange of Economic Information (abbreviated hereafter to “J-C”) affect the economic policy-making of the Chinese government. It describes the activities of J-C by era. J-C was established in 1980 and has been acting as an organization that advances suggestions to the Chinese government. At the end of the 1970s, when China adopted the reform and opening-up policy, the Chinese government tried to study how to manage their economy from the example set by the United States, Europe, and Japan; J-C bridged China and Japan. J-C has held general meetings once a year lasting for almost a week. Ten to fifteen people from each country attend these meetings, and they exchange their views about specific themes. The attendants were Zhu Rongji (the former Chinese Prime Minister), Gu Mu (the former Deputy Prime Minister), other members of the Chinese government, Saburo Okita (the former Japanese Foreign Minister), Ryoichi Kawai (the former chair of Komatsu Industry) and others from Japan. The minutes of the meeting were directly reported to, for example, Prime Minister Zhao Ziyang from Gu Mu, then used to establish economic policy.
