Abstract: Abstract This paper analyses the effect of COVID-19 pandemic on the individuals’ attitudes toward interacting digitally with public authorities. We use data from the EU survey on the use of information and communications technologies (ICT) in households and by individuals for estimating pooled probit models on a sample of 566,580 individuals in the period 2019–2021. We find strong evidence of a positive impact of the pandemic on the use of ICT for public services; indeed, we find an increase of 4.16 percentage points due to the COVID-19 pandemic. Interestingly, we show the presence of a gender gap in the use of ICT for public service. Females use ICT for public services less than males in the period under scrutiny. Finally, we estimate a positive impact of high levels of education on the digital interaction with public authorities.
