Abstract: Abstract We explain IA and its importance, especially in developing countries. IA should be conducted at the early stage of regulation making. Even rough estimates can drastically improve the effectiveness and efficiency of regulation. We demonstrate this using several examples from my experiences introducing IA in Japan and Pakistan. We also discuss developing economies’ limited ability to conduct IA and formulate regulations.
