Abstract: Abstract Clarifying the spatial–temporal characteristics and obstacle factor of the resources and environmental carrying capacity (RECC) in 78 Yellow River Basin (YRB) cities can provide a reference for the ecological protection and sustainable development in the YRB. In this study, we construct an evaluation index system for RECC in YRB and analyze the spatial–temporal features and obstacle factors of RECC in YRB using entropy-weighted TOPSIS model, global spatial autocorrelation analysis, hot spot analysis, and obstacle degree model. The results show that the RECC of the YRB shows a fluctuating downward trend but its regional disparity tends to narrow. The RECC in the YRB presents a spatial distribution pattern of upper reaches > middle reaches > lower reaches; the spatial distribution varies significantly, and low-level cities are mainly concentrated in the southeast. The number of public library collections per 10,000 people, per capita local financial general budget revenue, and per capita actual road area are the main obstacle factors limiting the improvement of the RECC in the YRB.
