An analysis of China’s power battery industry policy for new energy vehicles from a product life cycle perspective

Abstract:
Abstract The Chinese government attaches great importance to the power battery industry and has formulated a series of related policies. To conduct policy characteristics analysis, we analysed 188 policy texts on China’s power battery industry issued on a national level from 1999 to 2020. We adopted a product life cycle perspective that combined four dimensions: policy quantity, policy publishing department(s), policy content and policy tools. The results were as follows: (1) the Chinese government has gradually increased its focus on the power battery industry, concentrating on R&D and production in the early years and recycling in the later years; (2) cooperation among government departments has gradually intensified; (3) the policy content topics differed according to the product life cycle stage, and there were imprecision problems and breakpoints in the formulation of the policy content; (4) the government uses differentiated policy tools at each stage of the entire product life cycle, but the focus is generally on environment-side tools, while the use of demand-side policy tools is limited. Finally, several suggestions are proposed to improve current policies. This study can provide a theoretical reference for the improvement and revision of relevant industry policies.
