Government Initiatives

Henrik Hvid Jensen

Chapter 2 in Circular Economy Opportunities and Pathways for Manufacturers, 2025, pp 33-59 from Springer

Abstract: Abstract This chapter delves into the critical role of government initiatives in promoting the circular economy. It highlights how national and international regulations, such as right to repair, Extended Producer Responsibility (EPR), and Digital Product Passports (DPP), enforce circular practices and ensure compliance. The chapter underscores businesses’ need to develop comprehensive compliance strategies to align with these regulatory mandates, integrating them into product design, manufacturing, and supply chain management. Government incentives, grants, and subsidies are explored as vital support mechanisms for businesses transitioning to circular economy practices. The chapter presents a global perspective, showcasing diverse strategies employed by different countries. The European Union’s Green Deal, the Netherlands’ “Green Deals” program, China’s Five-Year Circular Economy Plan, the United Kingdom’s Green Industrial Revolution, and Japan’s Sound Material-Cycle Society are discussed as leading examples of governmental efforts to drive sustainable development. Key legislative trends supporting the circular economy, such as ecodesign directives, EPR schemes, right to repair laws, and Digital Product Passports, are examined. These regulations promote resource efficiency, sustainability, and transparency, reshaping how businesses produce, consume, and dispose of goods. The chapter also provides a strategic reflection checklist, guiding businesses in navigating the complex landscape of government regulations and leveraging available support to enhance their circular economy initiatives.
