Abstract:
Abstract Mikhail Gorbachev (1931–2022) stands out as a pivotal negotiator who reshaped both Soviet society and the global balance of power. Domestically, he tackled systemic inefficiencies—most notably in agriculture—by uncovering shared interests and carefully loosening ideologically entrenched controls. Internationally, he forged a historic personal rapport with US President Ronald Reagan, culminating in the 1987 Intermediate-Range Nuclear Forces (INF) Treaty and substantially easing Cold War tensions. Yet even as Gorbachev gained acclaim abroad, he struggled to secure domestic support, ultimately presiding over the Soviet Union’s dissolution. His legacy demonstrates the transformative potential of negotiation grounded in mutual trust, strategic compromise, and recognition of deeper interests—even amid entrenched opposition and global rivalries.
