Chapter Chapter 8 in e-Transformation: Enabling New Development Strategies, 2010, pp 183-216 from Springer

Abstract: Abstract Information and communication technology contribute to development in two ways: (1) as an enabler for the delivery of public and commercial services and a core technological competency for transforming all sectors of the economy; and (2) as an industry, a new source of growth and keystone sector of the knowledge economy in its own right. Chapters 4 and 5 have addressed the potential of applying this technological competency to transform business and promote grassroots innovation. This chapter focuses on the second contribution.
