Abstract: Abstract This second phase of the ecosystem requires the experience of the actors acquired in phase 1, which is reiterated, is cyclical, and operates constantly, which allows to achieve the maturity and constant evolution of the processes and their systematization, which will be part important in the operation of the phases and stages (see Fig. 4.1). According to Carayannis et al. (Eur J Oper Res, 1–18, 2021), it is important to highlight the work that actors such as entrepreneurs, enterprises, universities, and the government have among others, in particular on the importance of their interaction, connection, and dynamics with each other, of otherwise the ecosystem will not be able to evolve and will remain static (Alvedalen and Boschma, Eur Plan Stud, 887–903, 2017; Wurth et al., Toward an entrepreneurial ecosystem research program, entrepreneurship theory and practice, 2021) which will prevent its evolution. That is why the dynamics and interaction at the individual and joint level will constantly encourage the networks of actors, which will result in an increase in the possibilities of successfully involving entrepreneurs, constantly improving innovation processes, appropriation of knowledge, and innovation (Qian et al., J Econ Geogr 13(4): 559–587, 2013; Hellmann and Staudigl, Eur J Oper Res 234(3): 583–596, 2014). In the second phase, the ecosystem and EOE focus solely on being an entity that facilitates processes, arbitration, and links with stakeholders, as well as always guaranteeing the mission and vision of the innovation and entrepreneurship ecosystem. This phase is characterized by supporting already established enterprises, and with a guarantee of permanence of at least 3–4 years operating and with healthy indicators, where the enterprise voluntarily requests support from the ecosystem operated by the EOE to accelerate its growth and development, expand its market, or generate new business units belonging to the same core of products or services, and for which the EOE will act as an arbitration entity putting the interests of the entrepreneur, social interests of the region, without losing sight of its mission and vision, and calls and funding rounds will be established for them.
