Integrating Culture and Tourism: A Resilient Scale for Digital Transformation Innovation

Abstract: Abstract Industries are actively embracing digital transformation for innovative development in the rapidly changing landscape of the global digital economy. Despite digital transformation’s widespread uptake in sectors like manufacturing and information services, it still lacks clear guidelines and measurement standards in the cultural tourism sector. Addressing this gap, China’s Ministry of Industry and Information Technology, in its 14th Five-Year Plan, introduced four fundamental frameworks for digital transformation: digital industrialization, industrial digitalization, digital governance, and data value appreciation. However, the content and dimensions of measurements needed by these frameworks are missing. This study used a strong methodology to fill this void and aid in the efficient implementation of policies by analyzing 3082 literature samples, soliciting input from experts, and verifying the results statistically through 109 questionnaires. The final all-encompassing framework includes 4 aspects, 13 dimensions, and 22 factors, measured across 98 measurement factors and 16 dimensions. The findings of the study provide credible analytical tools for digital innovation and transformation, highlight academic support for the government’s digital transformation framework, and shed light on the government’s governance framework from academic and industry perspectives. Furthermore, it introduces a diagnostic instrument for measuring digital transformation in service industries, particularly in cultural tourism, validates the practical application value of the triple helix theory, and provides quantifiable instruments for global digital transformation in the cultural tourism industry. The results highlight the global applicability of the Chinese government’s frameworks for digital transformation.
