Abstract: Abstract Taking into account the introduction of production capacity reserves in the form of production conversion into emergency supplies reserve decisions, we constructed a collaborative reserve model for government-enterprise cooperation based on subsidy coefficients and quantity flexibility contracts, and derived the optimal reserve quantity strategies for both. Simulating the optimal decisions of governments and enterprises along with their respective costs and profits using case study data, we uncovered the impact of key parameter variations on government-enterprise decisions and compared profit scenarios under different circumstances.
