Abstract: Abstract The aim of this chapter is to evaluate the effectiveness of citizen participation from the organizers’ point of view. We analyze the experience of managers from Germany, Austria, and Spain and their expectations about citizen participation in local government programs through an empirical survey focused on citizen participation in climate change programs. We seek to compare the opinion of these managers, experts in climate change initiatives, about the impact of e-participation. This research will allow us to know the opinion of managers about the success and failure factors of citizen participation in environmental programs.
