Abstract: Abstract The present chapter studies the externality flows from the national to the regional R&D systems in Europe, analyzing to which degree—if at all—they improve the latter’s efficiency. For this purpose, we combine factorial, regression, and cluster analysis with a two-stage data envelopment analysis on a sample of 129 regions from 2000 to 2010. The results obtained confirm the existence of asymmetric spillovers between both system levels and that they indeed have a statistically significant impact on regional efficiency.
