Abstract: Abstract The organizational climate is fundamental for the development of Higher Education Public Institutions (HEPI), so, this paper creates a structural model based on the latent variables of salary, promotions, leadership, motivation, and the gender equity of an HEPI, using the Partial Least Square (PLS-SEM) technique. The hypothesis is that organizational climate of the HEPI depends on salary, the granting of promotions to teachers, decisions based on gender equity, work motivation, and leadership, therefore, a questionnaire with 51 items was applied under the Likert type format to a population of 93 teachers of a HEPI in Mexico. Among the results obtained, it was observed that the behavior of teachers is frequently upset toward their peers, the relationships between teachers are distant and that there are no collaborative relationships for teamwork. There was also noticeable dissatisfaction with the promotions of places granted the timely payment and the budget deficit in the payment of benefits.
