Roads or Railways: The Dilemma of the Strategy for the Development of Sustainable Transport Infrastructure in Romania

Abstract: Abstract In recent decades, the construction of transport infrastructures, in accordance with environmental protection, has created frequent, intense and sometimes partisan debates. In most of the discussions, the question was asked: what is suitable to build, road or rail networks? The answer is not simple and can have many pros and cons for whatever decision is taken. In the case of Romania, as an integral part of the EU since 2007, the problem is even more complicated. The history of the development of the terrestrial transport infrastructures is very unclear, for Romania, at this moment, and it is not clear what was pursued, politically and what should be done next. Starting from these premises, this paper aims to present the main political and economic milestones for the development of the terrestrial transport infrastructures in Romania, for the period 1900-2022, in order to highlight the advantages and disadvantages of the adopted policies in this sector and the prospects for the future. Analysing the statistical data from the national and regional data bases and making comparisons between the different periods of development, for road and rail transport infrastructures, it was found that, in the case of Romania in the last century, the construction of roads prevailed in the policy in the field, to the detriment of the other types of transport, especially the railway ones. The trend for the future is to relocate the importance of railway infrastructures, in the national transport development strategy, contrary to the current Romanian policy.
