Abstract: Abstract Municipal performance management plays a key role in assessing the evolution of smart cities. This study proposes a Unified Evolution Ranking (RUE) for municipalities in the state of São Paulo, integrating the Municipal Management Effectiveness Index (IEG-M) and the Connected Smart Cities Ranking (RCSC). The analysis of data from 32 municipalities between 2021 and 2023 enabled a comparison of indicator evolution. The results show that RUE can provide a strategic tool for public managers, assisting in policy and investment planning. The adopted methodology standardizes evaluation criteria and identifies trends and patterns in municipal evolution. This study contributes to the formulation of more assertive strategies for smart city development.
