Abstract: Abstract This research uses the framework of innovation systems and adaptive planning of socio-technical systems to study regional innovation systems (RIS) in Peru. The objectives of the research are to characterize the development potential of these systems and to present the results of using a methodology for the construction of these systems, considering their technical and social complexity. The research is qualitative and based on a multiple case study. The results indicate that the Peruvian RIS studied have an intermediate potential for development. Also, the research concludes that it is possible to promote the emergence of these systems through adaptive planning methodologies that are appropriate to the context.
