Abstract:
Abstract Our study demonstrates how ethical leadership fosters organisational citizenship behaviour through the cultivation of public service motivation, and how it may inadvertently encourage unethical pro-organisational behaviours when employees strongly identify with their leader. To achieve this, we analysed survey data from public sector employees in Vietnam using partial least squares structural equation modelling. Findings support the multifaceted influence of ethical leadership on employee pro-organisational behaviours, specifically its ability to simultaneously drive both positive (organisational citizenship behaviours) and negative (unethical pro-organisational behaviour) outcomes. We propose strategies for public organisations to integrate public service motivation values into their practices and to carefully manage employee-leader identification.
