Abstract: Abstract This paper investigates the effect of privatization and deregulation strategies on performance of European busiest twenty airports using TOPSIS multi-criteria decision-making method and data envelopment analysis (DEA) with panel data for 2010–2014. Firstly, annual passenger number, operational revenue, number of runway, cargo traffic and aircraft movements have been determined as performance evaluation criteria. Secondly, TOPSIS method has been applied to decision-making units (DMUs) and performance ranking has been acquired. In this stage, criteria weights were calculated by using analytic hierarchy process (AHP). Later, airports have been divided into two groups as private owned and public owned to compare their performance. Finally, DEA was employed to the data. From this point of view, number of runways, cargo traffic and aircraft movements are determined as input parameters; annual passenger numbers and financial revenue are determined as output parameters.
