Abstract: Abstract The increasing complexity of the challenges of the twenty-first century requires developing individual skills that will help to cope with change and adaptability. The skills and competencies required in the twenty-first century call for a paradigmatic shift from traditional and static models of human capabilities to dynamic, process-based models characterized by meta-systemic capabilities for effective functioning. This research presents the development and validation process of the TIM and the associated assessment questionnaire. TI(TI) is defined as a meta-systemic ability to recognize, understand, and change dynamic interactions between the perception of reality and functioning within reality. The research objective is to develop and validate a multidimensional assessment matrix for TIbased on four primary components: Perceptual Flexibility, Adaptive Functioning, Ecological Engagement, and Transformative Creativity, characterized by the duality of perception and function. It is achieved through meta-analysis, content validation by experts, and the use of mathematical formulas to measure the relationships and differences between perception and function precisely. The study was designed as an integrated, multi-stage approach that includes a systematic meta-analysis of existing intelligence models, the integration of perceptual and functional models, and comprehensive expert validation by international and interdisciplinary committees. This is the first time an empirically grounded methodological framework for measuring meta-systemic, TIcapabilities have been proposed, contributing to a paradigmatic shift toward process-based assessment approaches with differentiated and cultural sensitivity, while providing fundamental tools for change and development. This framework enables applications in education, therapy, and organization, and supports human development at both individual and collective levels.
