Abstract: Abstract After the end of the democratization phase that marked the establishment of a formally democratic system in Serbia, Montenegro, North Macedonia, and Bosnia and Herzegovina, one did not witness a linear and rapid development toward a consolidated democracy, but a zigzagging democratization process. Initially, the consolidation of democracy was “substituted” with regression in the form of semi-authoritarian regimes.
