Abstract: Abstract In this chapter the way the UN effective the constitution-making in countries in political transition stages will be exposed. The purpose is to describe the role played by the UN in the consolidation of democracy and democratization, which includes the process of building constitutions claimed by the new apology of “democracy”. This changing function of changing perspective is perceived in the development of its role: from humanitarian action to political-legal structure. It is necessary to emphasize its involvement in the processes of elaboration of a constitution in the pre-constituent, constituent, and post-constituent phases. Empirical data supporting these claims have been extracted exclusively from its publications, reports, and official experiences. This option proved to be adequate, since it essentially sought to reflect its principles, foundations, and objectives, including the critical aspects of its own approach.
