Chapter Chapter 4 in Global Entrepreneurship and Development Index 2018, 2018, pp 39-53 from Springer
Abstract:
Abstract As a national phenomenon, entrepreneurship is much more than the mere rate of new businesses or self-employment rates. Within a territorial context, any definition of entrepreneurship should take into consideration the interconnectedness between individual actions and the institutional setting backing entrepreneurial actions which, ultimately, fuel the economy by creating jobs and development. This argument is not new, and support policies—for example, tax incentives and subsidies—tend to excessively focus on how to quickly increase self-employment rates, in an effort to generate outcomes that cater to the short-term tastes of policymakers. Nevertheless, higher government spending on private subsidies does not necessarily yield the desired entrepreneurial outcomes.
