Abstract:
Abstract Having discussed the Polish experiments in the previous chapter, we turn our attention to California not only because of its size (it is one of the largest economies in the world), but also because of the fact that its environmental policies are likely to be replicated elsewhere. Moreover, the state has applied marketable permits in areas where this instrument had not been tested before.
