Abstract: Abstract Because countries have different institutional structures and provide different incentives for entrepreneurs, we believe it is most useful to think of entrepreneurship as a national system. We therefore present the framework for a National System of Entrepreneurship and the global entrepreneurship and development index (GEDI) as ways to evaluate such a system.
