Abstract: Abstract The previous two chapters discussed the fundamental traffic stream parameters. This chapter discusses additional performance measures often used in traffic operational assessment, such as travel time measures, delay measures, and queue measures. Multimodal performance measures as well as measures related to growth management, the environment, and sustainability are discussed briefly. The last section identifies the performance measures used to define the level of service, or LOS, in the HCM. These performance measures are called measures of effectiveness, or MOEs.
