Abstract: Abstract Emergency management after crises or natural disasters is a very important issue shared by many countries. In this chapter, we focus on evacuation planning which is a complex and challenging process able to predict or evaluate different disaster scenarios. In particular, we present an evacuation model where a population has to be evacuated from crisis areas to shelters and propose an optimization formulation for minimizing a combination of the transportation cost and the transportation time. In addition, we admit uncertainty in the size of the population to be evacuated and provide a two-stage stochastic programming model. In order to illustrate the modeling framework, we present a numerical example.
