The Integrated Approach in Countering Contemporary Security and Defence Threats

Abstract: Abstract In recent years the nature of security and defence threats has become multidimensional, complex and increasingly composite, comprising conventional as well as asymmetric instruments. This article will show that an integrated approach in countering evolving contemporary hybrid threats is considered as the most appropriate mode of response since it aims at generating resilience at all levels of state activity. The combined use of subversive, hostile and coercive tactics by actors who aim to disrupt or destroy the function of governance of a particular state or group of states is a phenomenon that appears to have attracted the interest of academics and decision-makers alike. Since those subversive or disrupting activities enable the aggressor to optimize the interplay of both military and nonmilitary tactics whilst at the same time to intersect amongst different levels of action, strategic, operational and tactical, the response countering such a method of hybrid activity has to be multidimensional and composite. It has to coordinate a combination of state and societal resilience building. In this light, a number of governments as well as certain international organizations have enmeshed in using an integrated approach, (for others, whole of government approach) as the organizing principle of their response in countering contemporary security and defence threats.
