Abstract: Abstract Resource shortages (e.g., microchip, water, and labor) are a key challenge for supply chains. However, despite the growing interest of the operations management community in this issue, extant research is still limited. In this regard, this study adopts a critical literature taxonomy process to (i) investigate the causes of resource shortages from a supply chain perspective and (ii) recommend practical strategies to build supply chain resilience for mitigating and/or overcoming relevant disruptions. More specifically, a thematic analysis was conducted on identified publications, and several research themes emerged, namely supply disruptions, demand instability, manufacturing constraints, policy inconsistencies, and economic considerations. Moreover, this research identified documented mitigation strategies, including policy development, control and monitoring of supply and demand, technology advancement, inventory management, product and process redesign, development of supply chain relationships, resource recovery strategies, and logistics reconfiguration. Except for providing a critical taxonomy and synthesis of the current knowledge over resource shortages, this study identifies fundamental decision-making, network design, and practical issues managers need to consider about global supply chain operations.
