Abstract: Abstract In this chapter, the networked control for ordering uncertain prospects associated with the linear-quadratic class of stochastic systems with time-delay observations and communications channel constraints is obtained. The networked control optimizes the admissible set of state-estimate based control laws by making efficient use of all the available information about asymmetry or skewness in the chi-squared distribution functions for performance risks and the ordering rule of a finite linear combination of all statistical measures of risk for stochastic dominance. Towards an end, the procedural mechanism to obtain the risk-averse controller with time-delay network observations and communication channel constraints is also provided.
