Abstract: Conclusion As the researchers have only recently reported their findings and recommendations to social services management in Birmingham (October 1998), it is anticipated that this proposed ‘Birmingham Enabling Model’ will require further iteration and modification in consultation with staff within the organisation before wider implementation.
