Abstract: Why is adaptation and change in post-Soviet higher education so challenging? An American professor living and teaching in Ukraine offers some practical observations and advice. An insider's viewpoint of the current condition of Ukrainian higher education, along with possible causes of mediocrity, is offered. The author suggests helpful rules of thumb and tips for successful policy making, research, and change programs. Ask any American or Western European who's spent some time in former Soviet countries and most of them will tell you that it takes some time to understand the way things really are here. The real truth is that most of us who either visit or spend a short time as a temporary resident in these places only get a glimpse of the surface features of this complex cultural terrain. It takes much longer than most westerners realize to understand the inner workings of modern Slavic society.
