Abstract: Abstract The case illustrates how OPGC plays a catalyst role for industrial and economic development of Orissa, a state in India. The case also shows how OPGC has been able to promote and assist in rapid and orderly establishment and organization of industries, trade and commerce in the State while being able to develop and manage its production capacity, available resources and political factors in the State. OPGC has been able to achieve this by using information system for assisting its business strategy to become a strong force in utilities sector. The case shows how IS has been effective in monitoring the development and growth of different departments in the organization. This has been achieved through a systematic approach by defining detailed process flow and then automating to the extent required. The extent of automation has been decided through ROI calculation, and these aspects have been highlighted in the case. Data have been collected through primary survey by interviewing executives at different managerial levels and information available in public domain.
