Abstract:
Abstract The new century ushered in a drive to preserve and effectively operate the transportation system, assure that expenditures achieved solid results, and find adequate resources to meet growing needs. Demand for transportation funds were increasing faster that resources could be provided. The 22 month battle over the passage of the Safe, Accountable, Flexible and Efficient Transportation Equity Act-A Legacy for Users (SAFETEA-LU) was emblematic of the need for additional resources and the limitation of new funding.
