Abstract: Abstract The decision to hold the third post-war mathematical congress at the ancient university of Bologna was symbolic of a desire on the part of mathematicians to place their congresses again under scientific rather than governmental control. Although Germans and others who had been excluded at Strasbourg and Toronto were invited to attend, the olive branch, when it was finally offered, was not acceptable to all German mathematicians. The ensuing controversy over attending the Bologna congress revealed a division in their ranks which would only widen in coming years.
