Abstract:
Abstract The recent literature emphasises the major role that institutions play in building resilience capacity, a highly relevant dimension in the case of the Eastern Partnership countries. To better capture the resilience capacity, this chapter conducts a cross-country comparison between the Baltic states, on the one hand, and Ukraine, respectively, Republic of Moldova, on the other, both groups being former Soviet republics, but with different development paths, as insiders and outsiders to the European integration process. The empirical analysis aims to highlight the subtle mechanisms by which resilience and development can be correlated and through which the synergic relationships between the institutional elements examined can be enhanced. The results obtained provide a suitable framework to assess whether the taken measures contributed or did not to boost resilience capacity at the eastern borders of the EU contributed or did not contribute.
