Abstract: Abstract The chapter examines a social impact measurement approach to community library services in Vietnam, with consideration towards the limited resources of both government and the community. It discusses the partnership between the community, third sector organisations and the government in public service delivery in relation to the contextual factors that affect social impact creation in developing countries. The partnership emphasises the collaboration and customer-centric approach in which the community is not only involved in delivering public services but is also empowered to design them. More importantly, it seeks to adjust social impact measurement approaches in the context of austerity and service provider/user partnership [Relevant SDGs: SGD 4: Quality education; SDG 11: Sustainable cities and communities; SDG 17: Partnerships for the Goals].
