Chapter Chapter 11 in The International Radio Regulations, 2021, pp 205-222 from Springer

Abstract: Abstract This book’s main argument is that it is time to revise the more than 100-year-old radio regulations that have, in several instances, blocked technology innovation and restricted the sovereignty of countries over radio spectrum, one of the most important resources today. Recent WRCs have highlighted some of the pitfalls in ITU-R decision-making procedures, with countries trading positions based on politics and other unrelated issues, which could block the interests of other countries even if they are geographically far away.
